Darien Town Administrator To Step Down, Head State Housing Agency

DARIEN, Conn. – Darien Town Administrator Karl Kilduff will step down from his position in August to become the executive director of the Connecticut Housing Finance Authority.

Kilduff lives in Trumbull and has served as the Darien town administrator for the past eight years. His appointment was announced Monday after a nationwide search by the CHFA Board of Directors. In his role as town administrator, he has been responsible for the management of town operations, including oversight of 179 town employees. He has also been one of the chief architects of the town’s six-year Capital Plan and its annual operating budget.

CHFA is a quasi-public housing agency that works to expand affordable housing opportunities in Connecticut for low and moderate income residents. It works with the State Department of Housing and provides below-market rate mortgages for single-family homeownership, as well as working for the development of multifamily rental properties.

“Mr. Kilduff has a distinguished career in local government. He brings a diverse set of skills with a solid record of accomplishment that will bring bold new leadership to CHFA,” said Evonne Klein, chairperson of the CHFA Board and former Darien first selectman. “Karl comes to CHFA with a complex understanding of the housing needs in Connecticut and he will be an excellent partner with local, state and federal agencies as we work to tackle issues across the spectrum from homelessness to homeownership.”

“As first selectman, I’ve benefited greatly from Karl’s wisdom, guidance and skill and am grateful for the time we’ve served the town of Darien together,” said Darien First Selectman Jayme Stevenson. “Karl leaves a strong legacy of government administration best-practices which will serve him well in his new role at the state level.”

Kilduff previously served as the city manager for Johnstown, Pa., and as the town manager for North Branford, Conn. He will assume his new role in late August, replacing Interim Executive Vice President Norbert Deslauriers, who will stay on as a member of the CHFA leadership team.

“I am delighted to join the CHFA management team and look forward to working with the entire Board of Directors, as well as CHFA’s employees, to address the challenges and opportunities available to the Authority at this unique time in Connecticut,” Kilduff said.
