Jorge E. Chiclana was arrested Monday and charged with second-degree manslaughter and injury to a child. He was held on $75,000 bond and appeared in court Tuesday.

When the baby died on May 16, 2014, he had a high level of alcohol in his system, police said.

The bottle found in the baby's crib had 25 percent alcohol in it, enough to be a 50-proof cocktail, according to NBC Connecticut.

On the day the infant died, police received a 911 call from an Ely Avenue apartment reporting that a 5-month-old baby was not breathing. Emergency personnel were dispatched and attempted to resuscitate the baby but were unsuccessful, police said.

The baby was transported to Norwalk Hospital, where he was pronounced dead.

A lengthy investigation led by Norwalk police Detective Tim Marquis collected evidence at the scene, conducted multiple interviews and reviewed autopsy and toxicology reports.

Jacob's mother told police that Jorge Chiclana prepared the baby's bottle, NBC Connecticut said, citing court documents. The baby was teething and Chiclana joked about giving the baby alcohol to help with teething and sleeping, NBC Connecticut said.

When Chiclana appeared in court Tuesday morning, his attorney said his client has substance abuse and mental health issues, NBC Connecticut said.
